1.How often does the IMF review the basket of currencies that defines the SDR?
Every five years, or earlier if warranted. The SDR is not a currency; its value rests on a basket of five currencies (USD, euro, renminbi, yen, pound sterling).
2.What are the three main functions of the International Monetary Fund?
Financial assistance (lending), surveillance and capacity development. Surveillance means monitoring member economies and advising on policies; capacity development means technical help and training.
3.Under the WTO's Most-Favoured-Nation (MFN) treatment, what must a member do each time it lowers a trade barrier or grants a favour to one trading partner?
Extend the same treatment, for the same goods or services, to all its WTO trading partners. MFN compares one foreign partner with another; National Treatment compares imports with domestic goods.
4.Which GATT exception did India use in February 2019, after the Pulwama attack, to withdraw MFN status from Pakistan?
The security exception (GATT Article XXI). It lets a member take action it considers necessary to protect its essential security interests in time of war or other emergency in international relations.
5.Under the WTO SPS Agreement, when may a member apply a food-safety or animal and plant health standard higher than the international standard?
When there is scientific justification, or on an appropriate assessment of risks, so long as the approach is consistent and not arbitrary.
6.Name the three pillars of the WTO Agreement on Agriculture.
Market access, domestic support and export subsidies. Market access deals with tariffs and non-tariff barriers; export subsidies are to be reduced.
7.What does the WTO TRIMs Agreement prohibit, with a local content requirement as the standard example, and which committee monitors it?
Investment measures that restrict and distort trade, such as local content requirements; the Committee on TRIMs monitors the Agreement.
8.How does the General Agreement on Trade in Services (GATS) treat government services?
They are carved out of the Agreement. Services not supplied commercially and not competing with other suppliers are outside GATS disciplines, so market access and National Treatment commitments do not apply to them.
9.Which two earlier WIPO conventions form the starting point of the TRIPS Agreement's obligations, and what does each cover?
The Paris Convention (industrial property: patents and industrial designs) and the Berne Convention (literary and artistic works: copyrights). TRIPS then added new or higher standards.
10.In which 1998 declaration, adopted at which WTO Ministerial Conference, did members start the practice of not imposing customs duties on electronic transmissions?
The 1998 Declaration on Global E-commerce, at the second Ministerial Conference. It was temporary in nature and had to be extended at each biennial Ministerial Conference.
11.What are the four broad elements of India's proposal in the WTO reform discussions?
Preserving the core values of the multilateral trading system; resolving the impasse in dispute settlement; safeguarding development concerns; and transparency and notifications.
12.What is the purpose of the Double Contribution Convention (DCC) that accompanies the India–UK CETA?
To eliminate dual social security contributions for workers sent on temporary assignments to the UK (detached workers), who are exempted from UK contributions for a specified period.
13.Under the New Development Bank's Articles, below what share of total voting power can the BRICS nations never fall?
55% of voting power, even though all members of the United Nations may join the bank.
14.Which two other bodies does the WTO General Council also act as?
The Trade Policy Review Body (TPRB) and the Dispute Settlement Body (DSB). The General Council acts between Ministerial Conferences.
15.Membership of which institution is necessary before a country can join the IBRD?
The IMF. This is why the IMF and the World Bank are called the Bretton Woods twins.
